Police Verification in 2026

For a name change, a fresh police verification usually confirms your identity under the new name. The good news in 2026 is that for clean records, this is often done after the passport is dispatched, not before.

Documents You Need

• Current passport — the original, plus self-attested copies of the first, last, and ECR pages.
• Proof of the new name — a marriage certificate for marriage, or a Gazette for a major change.
• Bangalore address proof — a rent agreement, utility bill, or bank statement with your address.
• Spouse's passport copy — optional, but it speeds up spouse-name addition after marriage.
• Two public documents in the new name — after Annexure E was withdrawn, the rule is two newspaper clippings or a Gazette copy, plus at least two public or school documents already issued in the changed name.

Name Change After Marriage

For a passport name change after marriage in Bangalore, you usually need only your marriage certificate and a copy of your spouse's passport. No Gazette or newspaper is required for a simple surname change, and Tatkaal can make it very fast.

The 2016 Passport Rule Change Nobody Explains

On 26 December 2016 the Ministry of External Affairs issued Notification GSR No. 1171(E), which rewrote how a passport name change works. Almost every page ranking for this search still describes the old system. Here is what actually changed.

• Six annexures were repealed outright — the erstwhile Annexures A, C, D, E, J and K of the Passport Rules, 1980 were expunged. If a website or an agent tells you to carry Annexure D or Annexure E, they are quoting a document that no longer exists in the rules.
• The remaining annexures were renamed — old Annexure B became A, F became B, G became C, H became D, I became E, L became F and M became G. This is why "Annexure D" still appears online but now means something completely different from the old joint affidavit.
• Annexure E was discontinued with no replacement — that was the affidavit sworn by people who wanted a passport in a changed name. The notification says plainly that no new annexure or declaration was prescribed in its place.
• Notarizing annexures stopped being compulsory — the practice of swearing annexures before a Notary, Executive Magistrate or First Class Judicial Magistrate was discontinued, and self declaration became an accepted option.
• Proof of marriage or divorce is no longer demanded — the requirement to submit proof of marriage or dissolution of marriage by married, divorced or re-married applicants was discontinued.

Newspaper or Gazette Is Only Half the File

This is the most missed requirement in a passport name change, and it is why files get held at the counter. When Annexure E was withdrawn, the replacement rule had two parts, not one.

Part two is what trips people up. A newspaper advertisement published last week proves you announced the change. It does not prove that any institution has accepted it. That is why the rule asks for two documents already carrying the new name.

What counts in practice: a school or college marksheet, a degree certificate, a bank passbook, a service record, or a Government issued card in the new name. This is the honest reason we tell Bangalore clients to update Aadhaar and one more record before the PSK appointment rather than after it. Doing it in that order gives you your two documents.
